Kadena Pacific is a Service Disabled Veteran Owned Small Business Concern (SDV Company) dedicated to serving the construction industry. By harnessing a management team of individuals whose collective experience exceeds more than 100 years in federal and public works construction, Kadena Pacific is capable of serving the diverse construction needs of federal, state, and local government agencies on a wide range of construction projects. Neff, in his almost 30 years of distinguished service to the Department of Air Force for the United States of America – Duty, Honor, Commitment, and Quality.

Freddie P. Neff epitomizes dedicated military, government service. Known to his family, friends, and clients as "Fred," Mr. Neff held various positions of command in the United States Air Force for more than 28 years until his honorable discharge as a Sr. Master Sergeant in 1982. Mr. Neff held a Top Secret clearance level during his active duty with the Air Force. Notably, Mr. Neff had the honor of a tour of duty with the Air Force at Kadena Air Force Base, Japan - home to the Air Force's largest combat wing and the namesake of his Company.
For the 15 years following his military service, Mr. Neff honed his broad management skills and experience in the public sector as he continued to devote his time and energy to public agencies in California and Montana. With more than 40 years combined experience in the federal and local government sector, Mr. Neff has a diverse background in the areas of management, business development, operations, analysis, and finance.
Mr. Neff easily segued from government service to the private sector when he formed a Company to serve the federal, state, and local government agencies. Early on, Mr. Neff understood the importance of "team work" and "partnering" in the construction industry, and upon founding Kadena Pacific, he applied the staffing principles he learned with the Air Force at Kadena Air Base and assembled a group of individuals that Mr. Neff and his clients refer to as "Team Kadena. "Team Kadena's management and field workforce is comprised of highly motivated, result and client-oriented professionals dedicated to achieving mutually beneficial relationships, and deeply committed to maintaining an outstanding reputation worthy of the Code burned into Mr. Neff's character after more than two and a half decades serving the United States and its military.
